    Description:
It seems our background indexing is down. This started in the morning on August 10th. The ue_01 process was hanging while trying to process record SYS01 006930414, but when we delete that z07 it just hung on another one.

I imported these records to our development server and they indexed fine there.

    Resolution:
Despite the fact that the site had stopped and restarted ue_01 several times over the two days that they were seeing this problem, it seems that the problem was corrected only after a reboot of server [or restart of Oracle?] occurred:

    [From site:]

Last night we had to power down the entire computer center. No it wasn't because of this problem. The computer center was testing and engaging a new fire suppression system.

Up until that time, ue_01 was hanging regularly on new records.

Since the power down and reboot, there has not been a problem. The system was brought up around 3 AM. There were around 6000 records in the Z07 table. Ue_01 is caught up. Libraries have loaded at least 75 new records, all have been indexed successfully.
