Short Bib Info not displaying on line items screen of invoice

On our Test 18 server, the short bibliographic information is not displaying on the line items screen of the invoice.

This information is supposed to be in the top of the lower pane, above the Line Item Form (-- as seen in the 18.01 Staff User's Guide - Acquisitions document).

Where is the table or setting to make this display?
