    That is, the numbers are not being filed as whole numbers.

    Resolution:
    The tab_filing routine being used for SuDocs should include an "expand_num" line.

    It should look like this:

    !* Gov_doc Numbers
    26 F del_subfield
    26 F to_lower
    26 F expand_num
    26 F to_blank :.-
    26 F pack_spaces
