We are not able to work on the subscription for Sys# 166353.
The error message in the PC_SERVER log is:

Resolution:
This gives a hint that the system is looking for something in the Holdings record (filter_hol_by_adm.gnt) and not finding it (Attempt to access item beyond bounds of memory):

This site was in implementation.
They only use Holdings records for Serials entries.
Holdings records had been created and loaded via p_manage_18 as part of a process to import prediction patterns from another library.
After the HOL library p_manage_18 job, p_manage_12 should have been run to update the links between Holdings records and BIB records.
p_manage_12 was run in the BIB, ADM, and HOL library and the error no longer occurred.
