    Description:
Last weekend I ran the sequence of browse indexing jobs on Test. I had toggled off the UE processes with util w/5 during indexing. It all seemed to go well, but now, after indexing, the UEs won't start. They shut down immediately; we see the following message in the log:

    SYSTEM DOWN:EXITING - 05:10:13

The util w/5 display looks like this:

    Global System Status

    Process Name Status
    ----------------------------- -----------------------------
    1. SYSTEM UP
    2. WWW-SERVER UP
    3. ACQ UP
    4. CIRC UP
    5. CAT UP
    6. ILL UP
    7. JOBD UP
    8. QUEUE-BATCH UP
    9. ALL-UE UP
    10. UE-01 UP
    11. UE-03 UP
    12. UE-06 UP
    13. UE-08 UP
    14. UE-11 UP
    15. UE-13 UP
Enter L to View Library System status, T to Toggle [Exit]:

so it *seems* that everything is UP.

    Resolution:
Despite the preceding, when I typed "L" in util w/5, I saw this:

    ABC01 System Status

    Process Name Status
    ----------------------------- -----------------------------
    1. QUEUE-BATCH UP
    2. ALL-UE DOWN
    3. UE-01 UP (DOWN due to ALL-UE status)
    4. UE-03 UP (DOWN due to ALL-UE status)
    5. UE-06 UP (DOWN due to ALL-UE status)
    6. UE-08 UP (DOWN due to ALL-UE status)
    7. UE-11 UP (DOWN due to ALL-UE status)
    8. UE-13 UP (DOWN due to ALL-UE status)
    Enter T to Toggle [Exit]:

    So I did this:

Enter T to Toggle [Exit]: T
Enter sequence number to toggle, or return to exit: 2

    Which resulted in this:

    ABC01 System Status

    Process Name Status
    ----------------------------- -----------------------------
    1. QUEUE-BATCH UP
    2. ALL-UE UP
    3. UE-01 UP
    4. UE-03 UP
    5. UE-06 UP
    6. UE-08 UP
    7. UE-11 UP
    8. UE-13 UP

I was then able to successfully start the abc01 ue_01 and ue_08.
