    UTIL-A-20 doesn't work.

    Description:
    When I run UTIL-A-20 some stuff flashes across the screen but no job is started and no log is written. I ran UTIL-A-17-a All prior to running UTIL-A-20. The first time that I ran UTIL-A-20, it showed that the library was locked (since there was no z52 and no library-lock-status parameter.) After I ran UTIL-G-3, the lock-status is OK and I didn't get the lock error but the UTIL-A-20 doesn't run either.... Why is that?

    Resolution:
    This was due to the fact that the batch queue was not running. (And a check with UTIL-C-7showed that there were several UTIL-A-20 jobs waiting to run.)
    When the library is locked, the batch queue will be unable to start.
    Deleting the extra jobs in UTIL-C-7 and starting the batch queue (now that the library was unlocked), permitted the job to run.
