Unable to connect to z39_server

Description
Though we (and other libraries) are specifying the correct HOSTNAME, IP ADDRESS, PORT, and DATABASE NAME, we are unable to connect to our z39_server (running on port 9991). We are trying to connect via MARCEdit.
Resolution
The firewall should be set up so that the z39_server port (in this case, 9991) is open to the world.
