    Description:
    What makes a site multi-ADM? If we have a "PWD50" library in addition to our "ABC50", does that make us multi-adm?

    Resolution:
    In order for a site to be considered multi-ADM, there has to be an "ADM" line in library_relation with more than one library in columns 3, 4, etc., such as:

    ADM USM01 USM51 USM50

    The North American use of PWD50 is as a pw_library, not an ADM library. PWD50 should not be in an ADM line in library_relation and its existence does not make a library multi-ADM.
