    Question

When should the print daemon be running?

    Answer

The print daemon should be running during the time that notices or reports which it is supposed to process are being produced -- or very shortly thereafter.

When the print daemon is restarted after having been stopped, it processes all output produced during the time it was stopped. That could include overdue notices for books which have since been returned, etc.
