I can't seem to drop the z11 table from the util menu in abc01 says I'm in the wrong library, but I made sure I was in abc01.

Resolution:
When you are in abc01 and do util a/17/1, the first thing it asks is not what table you want to drop/create but rather "Enter library name: " (A bit counter-intuitive, but actually a good safety-check.) So you need to repond with "abc01" and *then* it will prompt you for the table name.
