    Zero local amount in budget transactions type "ENC"

    Why are budget transaction type "ENC" created with the z601_local_sum = 0?

    An example:

    - Budget LEAH-2007 has two transactions - "ILC" and "ENC".

    - The "ILC" transaction contains =>

    budget_number .......LEAH-2007
    sequence ............200706250020333
    z601_currency .........USD
    z601_currency_date ....20070625
    z601_currency_ratio ...000000000000
    z601_original_sum .....00000000100000
    z601_active_sum .......00000000100000
    z601_local_sum ........00000000100000

    The z601_local_sum for "ILC" is 00000000100000

    - Budget transaction "ENC" contains =>

    budget_number .......LEAH-2007
    sequence ............200706250020337
    z601_currency .........USD
    z601_currency_date ....20070625
    z601_currency_ratio ...000000000000
    z601_original_sum .....00000000001000
    z601_active_sum .......00000000000000
    z601_local_sum ........00000000000000

    The z601_local_sum for "ILC" is zero. Why?

    Resolution:
    In order for the budget to be encumbered on the order record and for the Z601 transaction type ENC to include a value in the local amount field, the order needs to have a status of "SV".

    In your example, the order has the status NEW.
