acq-24: "Order Number 2 is invalid, missing, or already exists"

Problem Symptoms:
Error pops up in attempting to submit acq-24 ("Acquisitions - General ADM and Orders Creation") in xxx50 GUI Services: "Order Number 2 is invalid, missing, or already exists."
Cause:
Empty xxx50 z68 and z79 tables.
Resolution:
"Prime" the z68 and z79 by creating an order in the xxx50 GUI before attempting to submit the acq-24 service.

This message is "5001" in ./error_eng/p_acq_24:
5001 0000 L Order Number 2 is invalid, missing or already exists.
It is issued by the ./butil/b_acq_24_check_param program. The program checks the z79 (Order index) table. It seems that it doesn't properly handle an empty z79 table.
