    course-01: "Error: create_library_file_name - no env variable found for _dev"

    Problem Symptoms:
    When course-01 ("Course Lists Report") is run for the xxx50 library, the following errors appear in the $alephe_scratch/p_course_01 log:

    Error: create_library_file_name - no env variable found for _dev
    defaulting to aleph_dev.... tab00
    Error: create_library_file_name - no env variable found for _dev
    defaulting to aleph_dev.... tab_filing
    ...
    Section 99 for CNO-S was not found in tab_filing
    ...
    Oracle error: update_cursor z11
    ORA-00903: invalid table name

    Cause:
    "CRS xxx50 xxx30" relation was missing from $alephe_tab/library_relation.

    Resolution:
    Add "CRS xxx50 xxx30" relation to $alephe_tab/library_relation.

    Additional Information

    The b_course_01 program calls ./form_fill/course_report_b_xml which executes the get_adm_crs_lib routine to get the course library via the CRS relation in library_relation.
