    Problem Symptoms:
    In the GUI, in the Global patron record (z303), when changing the block code (z303_delinq_1) from 00 to something, the associated text is populated in the field (z303_delinq_n_1). That's correct.

    IIn the GUI, when changing the block code from something back to 00, the previous text is wiped out, and the text for 00 is NOT populated in the field. That's also correct.

    But, with the file-20 ("Patron Loader") Service, when changing the code from something back to 00, the previous text is not wiped out.

    Cause:
    Uncertain.

    Resolution:
    It does seem that file-20 should blank out the text when changing the code to "00", but it's easy to do yourself: in the input file, send whatever character is being specified in the file-20 submission parameters as the "Space character".
