Description:
When using fix_doc_non_filing_ind2 in tab_fix, it does not work properly with words starting with the same characters as the articles defined in tab02.
For example, a title strating with a word "Theory" will have second indicator "3", title atarting with "Annual .." will have second indicator "2" etc.

Resolution:
This issue is still in Development.
Until the problem is fixed, please use fix_doc_non_filing_ind.
