Problem Symptoms:
The ./form_eng/html.pck (print templates package) is being rebuilt by some means other than util i/6 -- which is accessible to the systems staff only.

Cause:
GUI Service sys-02 (Rebuild Print Templates Package).

Resolution:
1. If no staff should be able to run the sys-02 service, rename $aleph_root/pc_b_eng/p-sys-02.xml to something else

2. If only certain staff should be able to run the sys-02 service, set the GUI Staff Privileges (in the key dropdown at the lower right) -- Access Rights -- xxxnn -- Common -- Server Jobs Services -- 02 Rebuild Print Templates Package to "Denied" for staff whom you want to prohibit from running it <where "xxxnn" is the Aleph library in which the service is being run>
