    p-cir-32 is not taking 000 as value in days retained

    Description:
    p-cir-32 gives an error if the number of days retained is '000'. It appears the smallest value it recognizes is '001'. In version 14, util_f_23_04_b could use a variable of '0000' - which is what we want.
    Error is:
    Param Errors Found:
    F02: Number of Days to Retain - must be numeric.
    Param Initialization Failure, Exiting !!!
    Is there a way to run p-cir-32 so that everything is scrubbed, i.e., the number of days retained is zero?

    Resolution:
    There is no way to specify zero days to retain in p_cir_32.
    001 is the minimum
