    p_acq_05 doesn't open any new budgets

    Description:
    p_acq_05 runs without any indication of any error, but fails to open any new budget records. .

    Resolution:
    The p_acq_05 job takes the p_year parameter ("the new year for which you want the budgets opened"), subtracts one from it, and looks for z76 budget records with that year as a suffix .

    Thus, if you specify "2007" as the year, it will look for xxxxxx-2006 budget records.

    It includes only budgets which have Z76-ANNUAL = "Y" in its processing.

    An examination of the submission parameters for the unsuccessful runs (as seen in the $alephe_scratch logs) shows that two values were used:

    setenv p_year "1908"
    setenv p_year "2020"

    Since there are no xxxxxx-1907 or xxxxxx-2019 budgets, the job didn't have anything to do.
