Description:
We are using circ service cir-10 to send loan-notice-letter-00 to patrons, and we have set up a translation file under XXX01/form_eng to send notices for patrons who do not have email addresses to a no_mail directory in XXX50/print. However, notices are not reaching the patrons who have email addresses for some titles.

Resolution:
[From site:] I have determined that I did not receive the notice because the book involved has a status that is flagged (in the p_cir_10 submission) to not receive notices. Everything works as expected now.
