p_cir_51: Lost billing notices created before overdue letters have been sent

Description:
Lost billing notices are sometimes created by p-cir-51 before the specified overdue letters have been sent. Why?

Resolution:
When p_cir_51 is run with "A" (for "All") for "Type of notice" (that is, do both overdues and Lost in the same run) and with "Y" for "Separate notices by warning level", the program can sometimes generate:

* a Lost notice [billing summary notice] (and a Lost cash transaction) for a regular overdue item and/or
* a regular overdue notice for an item which should have a Lost notice.

The site needs to either:

1) do the overdue notices and the Lost notices in separate runs;
or
2) specify "N" for "Separate notices by warning level".
