    p_cir_77: does it consider USER-SHARING?

    Description:
    Does p_cir_77 check the ADM's tab100 USER-SHARING value in considering whether to perform an update?

    Resolution:
    p_cir_77 checks the ADM's USER-SHARING value only in the case of an update to the delinquency (b_cir_77_b4). (In that case, if USER-SHARING not = Y, then no update is made.)

    For other types of updates/deletions, p_cir_77 does not check USER-SHARING.
