Description:
We are reloading records sent to a vendor for TOC (Table of Contents) processing. We find that rather than overlaying the BIB record it came from, it is creating a new BIB record.

How can this be corrected?

Resolution:
These records have no 001 field.
As described in the "How to Export Bib Records for Processing (and Re-Import Them)" document, the fix_doc_001_sysno should be used in running p_print_03 to add an 001 to such records.

Since they have no 001, you will need to run p_manage_36 to match these records to the BIB records they came from using ISBN or OCLC number before loading them via p_manage_18.
