    Description:
    The p_manage_31 (authority record loader) report file has lines like this:

    000008936:000001133:n 79099011 :04:010 not = TEMP

    Resolution:
    These records are coded to either be added (as new), deleted, or to replace matched records. However, if a record matches and the record matched has either been created or updated locally, the record is not replaced unless the database record has an 010 tag with a value of TEMP in subfield $$a.(I found this information in the Authorities chapter of the System Librarian Guide.) Since this record did not have the TEMP, it was not overwritten.

    However from an earlier message from you, it sounds like you are trying to accomplish a record merge instead of a record replacement. p-manage-31 doesn't do this. It just replaces. You would need to use p_manage_18 to load these records. This will permit you to define your matching logic and, in the case of a match, define the merging logic.
