Description

The following messages appear in the publish-04 log:
Oracle error: io_z00p_count_publish_set
ORA-00942: table or view does not exist

And sqlplus shows that the xxxnn.Z00p (where "xxxnn" is the $usr_library) doesn't exist:
SQL> desc xxxnn.Z00p
ERROR:
ORA-04043: object xxxnn.Z00p does not exist

Resolution

The z00p may have been omitted as part of running Upgrade Express (since it takes so long to import).  It needs to be recreated in the target instance before running publish-04:

> dlib xxxnn
> util a/17/1 (for z00p)
