Description:
In tab16, does the grace period (col 7, days, and col 10, hours) keep the fixed fine (col 25) from being applied -- or is the fixed fine applied regardless of the grace period?

Resolution:
Looking at the programs involved, I find that when pc_return_item calls grace_date, it adjusts the DUE-DATE and DUE-HOUR based on the grace period, and, thus, the item is not considered overdue and cash_0003 and cash_fine_min_max (where the fixed fine is applied) are never invoked.
