util sp install: "Invalid flag value. Flag must be 0 or 1"

Symptoms
Running sp.install, the script clean.csh is called with two parameters instead of three (line 774), which leads -- as seen in the log -- to an error "Invalid flag value. Flag must be 0 or 1".
