    util w/5 Toggle UP doesn't work **MASTER RECORD**

    Description:
    Toggling things DOWN in util w/5 works OK, but we find that toggling things UP does *not* work. (They never come up.)

    Resolution:
    util w/5 updates the $alephe_tab/tab_system_status. The status you assign applies to all libraries (not just the one you are dlib-ed to). Various programs check the tab_system_status file.

    If the status is not "UP", the program will terminate the process. (This can take several seconds, depending on the WAIT_TIME specified in the $aleph_proc file for the process.)

    If you try to start a ue_nn or lib_batch process which is in tab_system_status as "DOWN", it will seem to start but then will display a "Done" message. A log file will be produced which has in it only the message "SYSTEM DOWN:EXITING".

    If you toggle a ue_nn process (or "ALL UE" processes) DOWN, the ue program will stop the processes within a minute or so. In contrast, if you toggle QUEUE-BATCH DOWN, this will prevent lib_batch processes from being started (util c/2), but does not actually stop any processes. That needs to be done individually.

    Similarly, for both UE and QUEUE-BATCH processes, toggling the status from DOWN to UP permits processes to be started, but does not actually start any processes. That needs to be done individually -- or by running aleph_startup.

      • util_x_02 cleans $data_scratch of vir01, usr00, and illsv libraries only
