    Question

An URL should be handled in ./xxx01/pc_tab/catalog/tag_text.dat but the two slashes // in the URL are characters to separate the value from the description. How the two slashes // might be interpreted by the system as part of the value rather than as separators?

    Answer

There is no way to achieve this not even using UTF-8 or hexadecimal codes. It is only possible to do a workaround with an URL containing only one slash. It should be mentioned in the description like:
    856 ## L u http:/exlibrisgroup.com//Replace first slash with 2 slashes and add URL
