    Description

When the short doc year (Z13-YEAR) is set to be taken from the 008 field (tab22) and the 008 field contains the "undetermined" letter "u" (such as 198u), the z13_year is set to "0000".

The dates in the 008 and the 260$c are 194u, 195u, 196u, etc.
    Our tab22 looks like this:
    YEAR 1 008 0008
Here is a sample z13 entry with a 0000 year:
    01 z13_short_doc \
    02 z13_rec_key \
    03 doc_number .........003353293
    02 z13_year .............0000
    02 z13_open_date ........20100326

    Resolution

Corrected by v22 rep_change 2318 and v23 rc 62:  the "u" is replaced by zero; and 198u is changed to 1980.
