Use Case:

Consortia working on collaborative collective development need to know when there is only one copy of a resource left in the system.

There needs to be the ability to mark the last copy of an item and be able to report on that information, so that if Institution A decides to withdraw the last copy, it knows that no other members in the consortium hold that copy.
