"No overexpenditure is allowed" message when changing overexpenditure rule

Description
We are trying to change the "Overexpenditure Allowed" rule from "Yes" to "No" in a particular fund. When we make the change and click save, we are seeing the following error message: "No overexpenditure is allowed on this fund, please change the rules definition."
Resolution
This behavior was occurring because the “Overexpenditure warning sum” and “Overexpenditure limit sum” fields had positive values; setting these fields to zero allowed the "Overexpenditure allowed" rule to be edited.
