Full Inventory Indexing" Job not progressing (stuck) - is this delaying other jobs?

We notice a "Full Inventory Indexing" Job; it has been stuck in "finalizing" since a while. Progress is 0.0%. Can it be stopped in order to let other jobs run as well?
Answer
This job is run quarterly to straighten up the search engine.
It is not necessarily because we know that there is a problem, but as a step of caution.
Since re-indexing job is a big job which can block the system, we recently created a special queue for it - other than the other jobs' queue. Customer data is reindexed consecutively, therefore the job may appear one day for some institutions, but not for others.
