Problem Symptoms:
* Click Release Assignment on a locked record; the record appears locked.
* Lock changes to Unassigned.

Resolution:
This is expected behavior:
The "locked by: unassigned" indicates that the first cataloger that will edit it will get a "working copy" with all changes done by the last cataloger.
The record is not truly locked, and can be edited by a cataloger.
