Not possible to cancel a hold request in "Manage Patron Services" when it has "place in queue=0"

Description
When trying to cancel a hold request in "Manage Patron Services" it's not possible when the "Place in Queue=0". Nothing happens and there is no error message.
Resolution
When a request has queue=0 it means that a letter was sent to the patron already that the item is available for pickup. It would not be correct to cancel the request at that stage from "Manage Patron Services" as the patron might be on his way to the library already. Therefore it's intended system behavior that requests which have "Place in queue=0" are not allowed to be canceled here. In order to cancel such a request go to the "Hold Shelf".
