    Question

Why do new MARC records, created manually or with normalization rules, not always appear in their place? Why do we need to save the record so they move there?

    Answer

The re-sequencing of the MARC fields is done by the marc21BibResequenceTask.
This task is by default a part of the "Marc21 Bib normalize on save" - this is why new fields are ordered according to their number upon save.

When applying a rule in bulk (via process), you can add the re-sequencing task at the end of the process, so that the MARC fields are sorted.
