Why isn't the option to place a resource sharing request showing up in Alma

Why isn't the option to place a resource sharing request available even with the appropriate role (Fulfillment Services Manager) and permissions?

1. Go to Admin > Manage Users

2. Search for affected user

3. Click Row Actions (...) and click Edit

4. Examine Role: Fulfillment Services Manager and note its scope

5. Does it match what is in the Resource Sharing Library field on the same page?

6. If it does not, correct the scope of Fulfillment Services Manager so it matches the Resource Sharing Library field

7. Log out, and then back in to refresh

8. Test by searching for a Network or Community Zone item and clicking Row Actions (...) in order to see the "Resource Sharing Request" option
