    ue_21 stops unexpectedly

    Problem Symptoms:
    util c/1 shows that the xxx01 ue_21 (publishing daemon) is no longer running. Why is this?

    Cause:
    Loss of the Oracle connection. The end of the current xxx01/scratch/run_e_21.nnnnn log shows the following:

    HANDLING DOC NO. - STA01.000109556 2014-01-03 16:36:44
    HANDLING DOC NO. - STA01.000340607 2014-01-03 16:38:45
    HANDLING DOC NO. - STA01.000307835 2014-01-03 16:43:15

    Oracle error: update_cursor z07p
    ORA-03135: connection lost contact
    Process ID: 13186
    Session ID: 380 S
    ***************************************************
    * No ORACLE connection - process is terminated... *
    ***************************************************

    Resolution:
    1. If Oracle is brought down intentionally, precede it with aleph_shutdown and follow it with aleph_startup.
    2. If Oracle goes down unintentionally, when it comes back up, run aleph_startup.

    The preceding presume that the xxx01 library is in the aleph_start "PUB_STARTUP_LIBS" list.
