Answer

The local threshold field is not removed during revisions if AutoUpdate settings are turned on for a target service

Local thresholds can be removed in bulk using "Remove Local Thresholds" feature of Threshold Tool in SFX Admin Center, either for an entire target, or for a list of items an input file containing ISSN, ISBN, or Object ID
