The Ebscohost article matcher is only relevant for journal articles.
It does not support book searches or old versions of Ebsco targets, such as Electronic Journals Service.
Therefore there are a number of Ebsco targets that do not have a Link Resolver Plugin. This is as expected and will not be changed.

The Ebsco targets that do not have a Plugin work by using a different mechanism.
