Description:
Acquisitions workflow is stuck at the point of creating a new acquisitions record. This happens if, at the step "Create a new acquisitions record", the user changes the Acquisitions status to anything other than "New". Upon returning to the workflow, the step will still be highlighted in green. Even if the user returns to the newly created Acquisitions record and changes the status back to "New," the step remains highlighted in green and there is no way to move forward in the workflow without creating a second Acquisitions record.

The system should allow creating an acquisition record in other statuses as well.
