OPAC Preview Server gives 503 error in browser

Problem Symptoms:
?€¢ Local OPAC preview server installed, but cannot actually view any data in browser
?€¢ In browser, receive error: "503 service temporarily unavailable"
?€¢ On server, when starting preview server process, receive error:
"Start tomcat...
couldn't set locale correctly"
?€¢ On server, perform check to see which locales are installed; note the en_US.UTF-8 locale is missing:
=> locale -a | grep en_US
en_US
en_US.ISO8859-1
en_US.ISO8859-15
en_US.ISO8859-15@euro
Cause:
With the release of Voyager 8.x, the LANG definition used by WebVoyage is now en_US.UTF-8. In order for Tomcat to load this language successfully, this locale needs to be installed.
Resolution:
The en_US.UTF-8 locale is part of your server's operating system, and therefore must be installed by your server's system administrator.
