SysAdmin: circ policy definition: copied policies do not save changes

Problem Symptoms:
? Matrix settings can be copied from an existing patron group / item type combination to a new entry
? If operator attempts to copy matrix settings from existing entry to existing entry, receive error:
System Error
Duplicate Record
Return Code: 4

Cause:
This behavior is a result of Issue VYG-4195.
Resolution:
Issue VYG-4195 is resolved for Voyager 9.1.0 and higher.

Replication Steps
1. Go to SysAdmin > Circulation > Circulation Policy Definitions > Edit Main Circ Group > Matrix tab
2. Highlight "Courtesy Patron / atlas" (Patron Group - Item type)
3. Click COPY
4. Highlight an existing combination (ex. Courtesy Patron - cd)
5. Make a change (ie. Check the recall box), then click Save
6. Receive error:
System Error
Duplicate Record
Return Code: 4
Module: Save Circulation Policy Matrix Definition
7. Go back and Copy an existing combination (ex. Courtesy Patron - atlas) to a new combination not already defined within the matrix (ex. Courtesy Patron - three dimensional object)
8. Make a change and click Save
9. Changes are saved correctly
