Problem Symptoms:
* Item A routed from Universal Borrowing (UB) partner library
* Has In Transit status and cannot discharge at home circ desk.
* Error message "An error occurred while attempting to process discharge request"

Cause:
Item routed to unused location that had briefly been enabled as Circulation location at time item was discharged from remote UB library.

Resolution:
1. Temporarily re-enable location as Circ location.
2. Discharge item at that location.
3. Disable location as Circ location again.
