Voyager Global Data Change Preview has "Failed to retrieve preview records" error

Receive "Failed to retrieve preview records" error in Global Data Change (GDC) Preview job.
Answer
This error can happen in GDC for several reasons.
Double-check your Condition configuration and make sure the Condition configuration is as per the User's Guide, Chapter 3, Table 1, Special Condition Considerations section: "When you define a data change rule for a subfield, you must define the subfield in the condition in order for the subfield in the consequence to be changed."
Try recreating your data change rule from scratch. Sometimes rules become corrupted, and this is especially common if you have either made many changes to the rule, or have made a copy of an existing rule using the "Copy" function to create your new rule.
Check to make sure you do not have any Locations that do not have an Owning Library assigned to them. See: Preview job change results in "Failed to retrieve preview records"; running job results in java error
