How does our library automatically accept shared resources from a consortium?

Some consortia set up member libraries to automatically accept all shared resources from the Consortium. (This "Auto-Accept" setting is controlled by the Consortium itself and cannot be changed by the Member library.)
If this is true for your library, then all previously shared resources will be accepted by your library, as will all resources shared after the Auto-Accept is turned on. However, you can manually remove an inherited resource if you have View/Edit Inheritance Permissions on your (user) account and your library hasn't been "locked" by the Consortium; see Working with Inherited Databases for details.
