ARC Report Studio not working in IE10; Error: 404 - Not Found URL: cchl/res/promptLocale_en-GB.xml

Problem Symptoms:
When I try to open something in Report Studio or create a new report in Report Studio (after selecting the package) I get the following error message:

Cause:
Internet Explorer 10 configuration
Resolution:
It is recommended to use compatibility mode in Internet Explorer 10
1. Press F12 for Tools / Developer Tool
2. Choose Browers Option 'Internet Explorer 9'
to simulate Internet Explorer 9
Additional Information
If this is not working for you, you might try the following workaround:
1. Connect to Unix as crn user
2. Go to directory
cd $CRN_HOME/webcontent/pat/cchl/res
3.Copy file promptLocale_en-gb.xml
cp promptLocale_en-gb.xml promptLocale_en-GB.xml
4. Restart ARC
a. $arce_root/arc_shutdown
b. $arce_root/arc_startup
