    ASLM: Semaphore failure" after OS upgrade

    Problem Symptoms:
    After OS upgrade (such as, Solaris 9 -> 10 or RedHat 4.0 32-bit --> RedHat 5.0 64-bit) Aleph doesn't work. The startup log has the following errors:
    ASLM: Semaphore failure. Rerun as root
    ASLM: Errno 1013

    Cause:
    COBOL 64bit runtime license was not installed.

    Resolution:
    Re-install the License Manager, the development license and the runtime license of the COBOL environment Micro Focus Server Express.
