ASLM error : "A shared memory area used by Apptrack licensing ..."

Description
In running aleph_startup on the al23app server, as seen in the $alephe_root/aleph_startup.log, it goes OK up through "starting oclc_server", but then "starting ncip_server", "starting sip2_server", and the "starting library batch queues" for all of the libraries gets the following error:
shm (index) missing
ASLM: A shared memory area used by Apptrack licensing has been corrupted
or deleted, and your system will need to be rebooted before this
application can run.

Resolution
Rebooting the server corrected this problem.
