ASLM / Cobol problems

Problem Symptoms:
We are testing switching to new hardware.

Here was the initial ALSM error:
> dlib abc01
ASLM: Semaphore failure. Rerun as root
ASLM: Errno 1013

Then our Solaris folks ran: $COBDIR/aslmf/apptrack
then got this:
root@libprd /exlibris/aleph/a18_1/product/local/cobol/aslmf: apptrack
The Application Server license database cannot be created.
You must run the utility 'initaslm' as root, before trying again.

They are hesitant to take the next step. Can you advise.

Once this is solved we'll need all the steps so we (or you) can help when we do the hardware switch for real.

Cause:
COBOL license was copied.

Resolution:
Re-install the License Manager, the development license and the runtime license of the COBOL environment Micro Focus Server Express.
