AUTHORITIES: p_manage_31 not rejecting Children's subject headings

Description:
We are loading name and subject authority records with p_manage_31. We do not want to load Children’s subject headings which can be identified by 008/11 = b
In tab_fix we set up routine P-31 which includes a reference to lcaut.fix
In /import/lcaut.fix we have tried using COND-LOAD-VAL-POS with column 9 set to Y,b and set to N,a but neither blocks the load of the Children’s subject heading records.

Resolution:
The COND-LOAD-VAL-POS routine only works with the service for which it was initially written - p-file-08. It does not work in the context of a fix_doc script invoked by tab_fix (fix_doc_do_file_08) in other services, such as p_manage_18, p_manage_25, p_manage_31, and p_manage_37.
